The first version of the Client Protection Market Diagnostic Tool has been produced by the SEEP Network under the Responsible Finance through Local Leadership (RFLL) program, funded by the MasterCard Foundation. The CP Diagnostic Tool is based on a CGAP methodology that has been used to conduct consumer protection diagnostic exercises in various countries. This tool allows microfinance associations to comprehensively assess client protection in their markets. The main objective of the CP Diagnostic Tool is to help develop an in-depth understanding of client protection rules, practices, and issues in specific markets. It will also assist microfinance associations and other stakeholders in assessing the adequacy of existing policies, laws, and regulations, and in defining or refining interventions related to client protection in the microfinance sector.
In July of 2014, The CP Diagnostic Tool was piloted within the Association of Microfinance Institutions in Rwanda-AMIR. AMIR commissioned Mr. Straton HABYALIMANA to undertake this consultancy. According to Habyalimana, the CP Diagnostic Tool is user-friendly and should be a key component in the implementation process of Client Protection Principles in any microfinance sector or market going forward.
