Recent attempts by WASH and Shelter actors to use common humanitarian market assessment tools are highlighting gaps in the tools' application. Therefore, these tools are not providing impactful levels of information across the markets the sectors wish to engage in. This webinar aims to:

1. Showcase the enthusiasm and opportunities for both sectors to scale up market-based programming (MBP)
2. And set the scene for increased dialogue between sector specialists and market actors to help find solutions to inform and release the full potential of MBP in these sectors

Jake Zarins, Associate Director, Disaster Risk Reduction & Response at Habitat for Humanity International (HFHI)

Jake has over 13 years of experience in the design, implementation and management of Shelter and WASH programs around the world whilst working for the Norwegian Refugee Council (NRC), Oxfam and Save the Children. For the past six years he has held senior advisory positions for NRC and now Habitat for Humanity as their Associate Director for Disaster Risk Reduction and Response with responsibilities to provide technical support to all field operations, and to ensure sectoral engagement in global level initiatives. Jake has a particular focus in promoting the use of cash methodologies, the importance of HLP (housing, land and property) and environmental matters in shelter programming. Jake currently chairs the Global Shelter Clusters ‘Cash Working Group’ and dedicates 50% of his time to supporting the cluster and shelter sector in all matters related to cash and markets, and is a member of the Global Shelter Cluster’s Strategic Advisory Group. Jake has a BSc in Ecology from the University of Sussex and lives in Brighton UK.

William Martin, Cash and Markets, Humanitarian Response Department at Catholic Relief Services (CRS)

William Martin has more than ten years of experience as a political economist deployed in response to conflicts, natural disasters, or protracted crises. He is currently working as Technical Advisor–Cash and Markets based interventions for the Humanitarian Response Department at Catholic Relief Services (CRS). With CRS he contributed to double the portfolio of cash transfer programming, championed cash and market-based approaches across sectors particularly with Shelter, and spearheaded initiatives on digitalization of cash transfers. William holds a Master degree from the Sorbonne’s Institute for Economic and Social Studies and he is currently living in Washington, DC.

Jennifer Weatherall, Technical Advisor - Cash and Markets, Humanitarian Response Department at Catholic Relief Services (CRS)

Jennifer Weatherall has more than seven years of experience in the humanitarian sector mainly working in protracted crisis and conflict-affected settings including Afghanistan, Syria, Turkey, Iraq, Lebanon, Jordan, Greece, Ukraine, as well as Mongolia and Bangladesh. She currently works as a Cash and Markets Technical Advisor in the humanitarian team of CRS, where one of her focuses is on the integration of cash and markets-based approaches in the Shelter and WASH sectors. Jennifer holds a Masters’ degree from the Post-War Reconstruction and Development Unit (PRDU) at University of York, UK and is based in the Middle East.

Jenny Lamb, Technical Advisor – Public Health Engineering (WASH), Global Humanitarian Team at Oxfam

Jenny Lamb has more than 12 years of experience in the humanitarian sector either as a technical advisor or as part of the emergency response team with Oxfam whilst responding to cholera, conflict and natural disasters in Haiti, Nepal, Yemen, Syria, Ethiopia, Chad, Indonesia and South Sudan. She also has 5 years’ experience working for the private sector tasked with the upgrade of wastewater treatment works in NE England and New Zealand. Jenny is chair of the Global WASH Cluster Technical Working Group (TWiG) in cash and markets, which aims to promote the understanding and engagement in market based programming in WASH. She has carried out an EMMA in Lebanon, Ethiopia and Vietnam evaluating the water market system. Jenny holds a Master’s degree in Environmental Engineering from University of Newcastle, UK and is currently based in Oxford, UK with Oxfam.

Parvin Ngala, Technical Advisor – WASH, Regional Team: Horn East Central Africa at Oxfam

Parvin Ngala has been working in the WASH sector for over 15 years in country and regional programmes in Kenya, Sudan, South Sudan, Zimbabwe and Bangladesh in both emergency and development contexts. Between 2016 and 2017 she was the Programme Manager for the WASH and Markets programme in Zimbabwe that explored utilisation of market-based approaches for preparedness and response against disease outbreaks in urban areas of Harare. In her current role, she works with WASH country teams in the HECA region to support capacity building, designing of quality public health programmes and sharing of best practice within the team and with partners. She is also leading the technical working group on WASH and Markets in the Eastern Africa Regional WASH forum. She holds an MSc. in Water and Environmental Management from Loughborough University and is currently based in Nairobi, Kenya.
