Chief of Party- GenDev MEL Platform

Position Description

Making Cents is recruiting for a Chief of Party (COP) for an anticipated opportunity to provide monitoring, evaluation, and learning (MEL) services to the USAID Office of Gender Equality and Women’s Empowerment (GenDev) under USAID’s EVAL-ME II Indefinite Delivery, Indefinite Quantity (IDIQ). GenDev provides strategic leadership, assistance, and training on USAID’s gender equality and women’s empowerment programming globally. The Monitoring, Evaluation, and Learning Initiative is expected to provide MEL services to USAID/GenDev such as supporting performance monitoring, designing and implementing quantitative and qualitative evaluations and assessments, contributing to learning and knowledge management, and providing MEL-related training services. The COP will be responsible for supervising the implementation of the Work Plan, providing quality control of products prepared by the Contractor’s team and subcontractors, and providing expert guidance to USAID. The COP will serve as the principal liaison with USAID staff, institutions, and donor partners to exchange information and develop professional relationships, including verbal and written presentations as requested by the Contracting Officer or the Contracting Officer’s Representative to varied audiences.

This position is contingent upon winning a contract award.

Principal Responsibilities

  • Provide strategic oversight and technical direction for the project.
  • Oversee technical and management inputs to ensure achievement of project objectives.
  • Provide planning and quality control of all deliverables
  • Serve as the primary point of contact with USAID and key stakeholders
  • Oversee all project operations, staff, and subcontractors
  • Developing scopes of work and support the recruitment of short-term consultants as needed

Required Qualifications

  • Minimum of a master’s degree in international development, monitoring and evaluation, gender studies, or another relevant discipline.
  • 10 years of experience designing, implementing, or evaluating gender-focused international development programs with demonstrated understanding and experience with USAID’s gender policy, and significant Agency initiatives in this area
  • 10 years of technical experience in monitoring, evaluation and learning services (MEL)
  • At least 5 years of experience in a leadership position that involved direction over relevant gender or monitoring and evaluation activities
  • Experience interacting and working with diverse stakeholders, including UN Agencies, senior US government officials, host government officials, governmental institutions, local organizations and partners.
  • Experience recruiting and managing consultants and overseeing quality control
  • Ability to build and motivate diverse teams with proven leadership, interpersonal, and intercultural skills
  • Written and oral fluency in English
