This paper synthesizes the learning framework that evolved out of the PLP in Strategic Alliances for Financial Services and Market Linkages in Rural Areas launch workshop. This conceptual note identifies the set of common questions that participating organizations have themselves identified and would like to explore over the course of this project. The learning framework reflects issues on facilitating rural access to financial services. The main purpose of this conceptual note is to articulate the learning framework for this PLP project, ensuring that the PLP creates a space for practitioners to meet and share their knowledge.
