The paper draws on aid literature and CARE’s own programming to outline key opportunities for supporting individual and collective women’s economic empowerment, and the resilience of market systems, before, during and after crisis. The paper ends with recommendations for policy thinkers grappling with how to support inclusive and gender-transformative economic development in fragile settings.
