Partnering with Existing National Safety Nets for Emergency Payments: WFP's Collaboration with the Pantawid Pamilyang Pilipino Program in the Typhoon Haiyan Response
Sep 16, 2015 | by World Food Programme
This study responds to World Food Programme's desire to to innovate its emergency response model by incorporating more cash payments to complement in-kind payments in times of natural disasters and economic shocks. To inform WFP's approach, a feasibility assessment was performed by Bankable Frontier Associates (BFA) ,BFA studied the Pamilyang Pilipino Program in the Philippines and Program Keluarga Harapan (PKH) in Indonesia .BFA undertook this feasibility assessment by gathering information from key stakeholders – the programs (funders, “owners” and implementers), the payment service providers (PSPs) and their partners and the recipients – and evaluating the opportunities and challenges related to leveraging current cash and electronic disbursement mechanisms used by national G2P programs.
