This Dry Zone Vulnerability and Capacity Assessment (DZVCA) was developed by Mercy Corps to assess the vulnerability of Dry Zone farming communities to variable and shifting environmental conditions, a disabling governance and policy environment, and inefficient agricultural markets. The ultimate output of this work is a draft set of theories of change (TOC) which will inform the development of a new Dry Zone resilience strategy.
