Mercy Corps ELEVATE program seeks to improve the speed, security and cost-effectiveness of cash and voucher programming through the use of mobile vouchers. This Phase I report of the program describes results and learning from mobile voucher tests conducted in slum areas of Kathmandu, Nepal.
