The 2013 Yemen Emergency Market Mapping and Analysis (EMMA) training and assessment was conducted in the framework of the ECHO funded ERC (Enhanced Response Capacity) project, addressing an identified need for emergency preparedness of country teams and alert mechanisms in slow onset crises. It follows lessons learned from the response to the 2011 Horn of Africa drought, where insufficiencies of such preparedness capacities were identified, resulting in delayed humanitarian interventions.
