Since 2011, Oxfam GB has been conducting rigorous impact evaluations of large-scale development projects, with the objective of better capturing and communicating the impact of its programmes and promoting evidence-based learning. Effectiveness Reviews evaluate Oxfam’s work across six thematic areas, including Women’s Empowerment.1 In order to understand the extent to which its projects have contributed to women’s empowerment, Oxfam has developed a measurement tool based on a composite index – the Women’s Empowerment Index. This builds on experience and tools from the Women’s Empowerment in Agriculture Index (WEAI) developed by the Oxford Poverty and Human Development Initiative (OPHI) and the International Food Policy Research Institute (IFPRI) (Alkire et al., 2013).
