DESCRIPTION OF POSITION
The ARC Regional Microenterprise Development (MED) Technical Advisor, East Africa will advise ARC East Africa country programs, specifically South Sudan’s and Uganda’s, microenterprise development portfolio. The Regional MED Technical Advisor will provide direct oversight and management to the CEO/Finance Sudan up to time of divestiture of majority interest by ARC to investors and collaborate with ARC country directors and MED staff to develop new microfinance and market development programs in South Sudan, Northern Sudan, Northern Uganda, Rwanda and the DRC.
MAJOR AREAS OF ACCOUNTABILITY
South Sudan
• Advise and support ARC South Sudan’s economic recovery program that facilitates the formation of savings groups, supports cooperative businesses and provides contingent grants to vulnerable entrepreneurs to begin new businesses.
• Advise and support the establishment of Finance Sudan, a new microfinance institution that began operations in Juba, South Sudan in September, 2006 and will expand to reach 50,000 clients over the following five years.
• Ensure that reports to donors are completed on time and accurately
• Design new programs and conduct fundraising activities to continue and expand ARC’s MED programs in country
Northern Uganda
• Advise ARC Uganda’s cross border economic recovery program that provides preparatory livelihood services to returning refugees
• Develop and fundraise for new microenterprise development programs that serve internally displaced persons and conflict-affected populations in Northern Uganda.
Northern Sudan
• Advise economic recovery programs that serve internally displaced persons in Darfur
• Develop and fundraise for new microenterprise development programs that serve internally displaced persons and other vulnerable populations in Khartoum and other areas of North Sudan.
Rwanda
• Support and promote economic recovery initiatives for refugees in three ARC-operated camps in Rwanda
• As time permits, develop and fundraise for new microenterprise development programs that serve returning refugees, internally displaced persons and resident populations in Rwanda and the Democratic Republic of Congo.
QUALIFICATIONS
• Strong capacity and team builder
• Relevant experience supporting best practice livelihoods, microfinance and market development service programs in developing countries, preferably in East Africa and in post-conflict situations.
• Hands-on experience in operations, finance and/or administration of microfinance institutions
• Experience working with refugees, internally displaced persons, and other conflict affected populations.
• Experience working with post-conflict emergent government systems
• Significant private sector experience, including fundraising;
• MBA or MA in international affairs, development or finance.
• Program design, fundraising and proposal writing experience
• Excellent writing and computer skills.
